Introducing a New Library Management System (LMS) : A Change Framework with a Focus on Cultural Transformation

Introducing a new Library Management System (LMS) in August 2023, after 14 years, was a golden opportunity to model and embed modern organisational practices and ways of working together. This included:
• A governance framework including strategic accountabilities, decision making delegations and operational responsibilities
• an Enterprise Project Management Office (EPMO) methodology from scoping and procurement to evaluation
• a change framework with a focus on cultural transformation through staff development, inhouse trainers and champions
• a replacement app
• a customer experience lens
• internal and external communication strategies.
Vanessa and Skye, as members of the Geelong Regional Libraries Executive, led this co-design approach with a clear focus on continuous improvement and cultural transformation. The project was delivered on time and under budget with key milestones celebrated. The launch day saw the new LMS successfully operating across all 19 libraries and 3 mobile library services. The evaluation is continuing and will be updated to inform this presentation.

As CEO of the Geelong Regional Library Corporation, Vanessa is a strong advocate for public libraries and is passionate about delivering better outcomes for communities. She was an important advocate in securing funding for the Geelong Library & Heritage Centre, now an icon building in Geelong’s Cultural Precinct. Vanessa also has significant government experience, including in various senior roles with a focus on activation through arts, culture, tourism and community participation. At the City of Port Phillip she led the successful bid for the Pride Centre to be located in Fitzroy Street, St Kilda. She holds a Graduate Diploma, Human Resources Development from Deakin University and a Master of Business Management from Federation University.
